Protect Citizen Bill Authors

Preamble: Citizens write bills = good. Protections for these citizens = also good. :)


1. Short Title
(a) This bill should be known as the Authorship Protection Act

2. Definitions
(a) A “Member of Parliament" is a person that has been elected to parliament through an election.
(b) A “Citizen” is a person who isn’t a member of parliament.

3. Protections
(a) When a citizen writes a bill, they are to find a member of parliament to sponsor it and place it on the parliament floor to debate about and vote over it.
(b) Should a bill written by a citizen be brought to debate, the citizen must be granted an invitation to participate in the debate.
i. The citizen must have 24 hours to accept or deny this invitation before bill debate can be closed.
ii. Should the citizen not uphold proper decorum, they are to be removed from the debate at the speaker’s command
(c) At any time during debate, if the citizen believes the nature of the bill is being changed too much, the citizen may make a request to remove their name from the bill. This revokes all ownership claims of the bill, and removes any protections the citizen may have surrounding the bill they wrote.
i. The sponsoring member of parliament should be considered the author of this bill, should the citizen file request to remove their name.

Enactment: This Act comes into force immediately upon passage
