To
Establish transparency in the government payment log​

Preamble: It’s time to let citizens see the transactions within the government and how it pays for its employees’ work and to know how taxpayer’s money are being spent.

1. Short Title
(a) This bill shall be referred to as the “Ministerial Transparency in Spending Act.”
(b) this bill was authored by BiscuitCookie, MP

2. Definition
(a) Payment Log: The transaction log where the government’s transactions are shown and logged by government officials

3. Visibility
(a) All transactions involving government funds shall be logged in a manner accessible to all Azalean citizens.
(b) This log shall be an official record, and as such may only be contributed to by designated members of the government.

4. Writing permissions
(a) only authorized Government officials shall have the authority to write in the channel

5. Reporting
(a) Ministers or Deputy Ministers shall be required to report on their monthly spending and shall make sure that report is available to the public.
(b) Reporting shall be published by each ministry by the last day of each month.
(c) Failing to produce a report shall result in fines against the Ministry of $500 per late day of the report not being published.
(d) The fine shall be administered by the Minister of State.

6. Enactment
This bill goes into effect upon passing and ratification of the crown.
