Policy on the Structure of the Ministry of Economic Affairs

By the authority vested under §5 of the Governing Structure Act, two new departments are hereby created within the Ministry of Economic Affairs.

Department of Corporate Compliance (DCC)​

Functions​

Limited Company Regulation​

• Company registration and dissolution
• Bylaw and governance approval
• Shareholder and ownership records
• Corporate compliance oversight

Financial Regulation​

• Oversight of financial institutions
• Financial system monitoring
• Insolvency and risk tracking

Reporting & Data Collection​

• Collection and verification of:
  • Limited Company reports
  • Financial institution filings
  • Tax-related data

Enforcement & Compliance​

• Audits and investigations
• Issuance of fines and penalties
• Enforcement of regulatory and reporting requirements

Seizure Proceedings​

• Development of seizure cases

Roles​

Compliance Officer (CO)​

• Manages corporate registry and governance
• Oversees Limited Company compliance and reporting
• Oversees financial institution compliance and reporting
• Conducts audits and financial investigations
• Monitors activity for violations

Department of Economic Operations (DEO)​

Functions​

Government Contracts & Procurement​

• Management of tenders and auctions
• Support government procurements

Public Market Operations​

• Administration of billboard and advertisement systems
• Approval and regulation of public advertising
• Creation and administration of Grants, subsidies, and economic programs

Economic Analysis & Policy​

• Produces:
  • Economic summaries and forecasts
  • Policy recommendations

Copyright & Registrations​

• Copyright registration and ownership tracking
• Initial dispute handling

Roles​

Trade Officer (TO)​

• Manages MEA-operated auctions and tenders
• Produces economic summaries and forecasts
• Assists the International Trade Representative
• Maintains and regulates copyright registry and disputes

Market Operator (MO)​

• Manages government grant programs
• Manages market infrastructure and supports resource stockpile systems
• Administers state advertising and billboard systems

Leadership​

These departments shall each be led by a director who is responsible for overseeing the administration, development, and operations of their department.

Ministry Leadership, consisting of the Minister of Economic Affairs and their Deputy Minister(s), represent the Ministry as a whole internally and externally, supervising the Departments, setting standards and policy, authorizing unusual or sensitive actions, handling duties not delegated to a Department and reserving the right to directly intervene in Department affairs if they deem it necessary.

Only the Minister of Economic Affairs, or when explicitly authorized the Deputy Minister, may sign for or externally represent the Ministry.
