Criminalize The Public Display of Impairment and Altered Physical States​


Preamble:
With drug use and invisible criminals taking over the streets of Azalea, it is necessary that
the very action of being under the influence of these illegal items be made a criminal
offence so as to empower our police and reinforce public safety.


1. Short Title and Enactment
(a) This bill shall be referred to as “Public Impairment and Alteration act”.
(b) This bill was authored by Jory Romulus.
(c) This bill will come into force immediately upon passage.

2. Amendment:
Section 7. Crimes Against Public Order of the Criminal Code Foundations Act shall be amended as follows:

(b) Public Display of Impairment or Altered State
(i) “Public Display of Impairment or Altered State” shall be defined as the act of exhibiting
abnormal physical or visual effects, that are reasonably attributable to the usage or
influence of a prohibited item as defined in the Prohibited Items Designation Act.
(ii) Any police officer exercising reasonable suspicion of a person being under the influence
of a prohibited item is empowered to frisk the suspected individual when detained.
(iii) The first 5 offenses by a single perpetrator shall be punishable by 5 minutes of jail time
and a monetary fine of $75.
(iv) Further offenses shall be punishable by 10 minutes of jail time and a monetary fine of
$150.
