To

Control the sale of guns and how they are obtained.

Preamble:

Arms need to have some control to how they’re sold, this bill aims to set the framework to do so and will be referred to as “The Azalean Arms Act”

1 - Sales
  1. Ammunition can be sold in chest shops.
  2. Guns obtained in the Nightmarket will be considered a legal sale from the crown.

2 - Small Grade Arms
  1. Small arms are classified as any gun that uses 9mm ammunition
  2. Small arms can be sold in registered chest shops


3 - Medium Grade Arms
  1. Medium Grade arms will be classed as anything that requires any alternate ammunition to Explosive Ammunition (rounds) or that of 9mm.
  2. Medium Arms must be sold in person to person sales.


4 - High Grade Arms
  1. High grade shall be considered as any weapon that is considered of particular civilian or national safety. A weapon may be qualified as such via the following methods:
    1. Any weapon that requires explosive ammunition (or rounds).
    2. Any weapon elected by a majority vote of parliament as being of particular danger to the public. Either the Minister of State, or Minister of Justice may bring such a proposal to the parliament floor. Removal from category shall be conducted in the same manner.
  2. A registry must be maintained for sales of these arms by MOJ.
  3. The MOJ shall maintain a publicly accessible registry detailing all active weapons designated under the High-Grade Arms list.

5 - Registry
  1. Sales of high grade arms will be maintained on a registry in the MOJ
  2. Gunsmiths will have to report the sale of high grade arms to the MOJ including the information:
    Purchaser Name
    Gun Type and Specification
    Gun Smith Name
    Date Sold (DD/MM/YYYY)
  3. This information can be submitted to the MOJ discord in a ticket or in a signed book given to a member of the MOJ to be recorded into the registry.
  4. This registry will be publicly accessible.
  5. Guns obtained in the nightmarket that fall under the classification of High Grade must be registered to the MOJ using this format in either or ticket or signed book given to a member of the MOJ to add to the registry

    Gun Type and Specification
    Date Obtained (DD/MM/YYYY)

6 - Gunsmiths Diligence
a) Gunsmiths are required when selling “Medium Grade” or “High Grade” weapons to maintain reasonable diligence on whom they shall be providing with these weapons.
i. Maintain vigilance on the age of the citizen within the Azalea.
ii. Check for reasonable signs of irrationality or otherwise mentions of committing crimes. At the time or within a reasonable time frame beforehand.
b) Failure to maintain reasonable diligence may lead to charges upon the gunsmith to whom provided weapons of Medium or High Grade of criminal negligence should the citizen to whom the weapon was provided proceeds to commit a crime with said weapon within 48 hours.

7 - Penalties
  1. Gunsmiths who fail to submit records of sales will face a $500 fine.
  2. Owners of unregistered guns who are using them irresponsibly will lose their gun and will face a fine of $250 and ten minutes in jail.
  3. Confiscated guns will not be returned.
    1. After a 30 days in confiscation the government may, depending on its needs either elect to sell in bulk the weapons or fully merge the confiscated weapons into their stockpile for MOJ or MOS usage.

Enactment
This act comes into effect upon passing of the bill.
