Type: Act of Parliament
Members of Parliament are elected to represent and serve the community of CityRP, and by-proxy to maintain representation requires consistent presence and participation in the server’s activities.
Be it enacted that this bill sets forth minimum playtime standards to ensure Parliament members are actively engaged in the world they legislate.
Section I – Purpose
a) The purpose of this act is to establish a minimum active playtime requirement for all elected members of Parliament to maintain transparency, accountability, and effective governance in CityRP.
Section II – Definitions
a) "Active Playtime" shall be defined as time spent logged into the CityRP server, participating in gameplay or governance-related activities.
b) "Parliament Member" refers to any elected individual currently serving in the CityRP Parliament.
c) "Qualifying Timeframe" refers to a rolling 7-day period used to evaluate activity.
Section III – Minimum Activity Requirement
a) All Parliament members must maintain a minimum of 4 hours of active playtime per 7-day period.
This requirement ensures that members are sufficiently engaged with the server and accessible to the community.
Section IV – Accountability and Enforcement
a) A Parliamentary Activity Monitor (PAM) system shall be established under the oversight of the Speaker of Parliament or a designated moderator.
a.i) PAM will review member playtime weekly.
a.ii) Any member who fails to meet the requirement for two consecutive weeks will be:
a.iii) Issued a formal warning upon first violation.
a.iii) Subject to a vote of removal by fellow Parliament members upon the second violation, or automatically removed if not resolved within an additional 7 days.
Section V – Exceptions and Appeals
a) Members may file for a Temporary Activity Waiver (TAW) in case of legitimate circumstances such as illness, travel, exams, or other real-life obligations.
b)TAWs must be submitted to the Speaker in writing (before leave is taken) and may be approved for up to 14 days at a time. Which may be extended for another 14 days time on expiration by the speaker.
Enactment: This Act comes into force immediately upon passage.
