TO
OBLIGATE APPOINTMENT TRANSPARENCY


Preamble: This Act will make it a requirement for the Prime Minister or an official on their behalf to announce the appointment of new Ministers and High Office-Holders.

1. Office Disclosures
(a) The following roles are subject to obligated disclosure:
(i) Ministers
(ii) Judges and Justices
(iii) Any other role in the Constitution

(b) Within one week of appointing a citizen to a role designated under subsection (a), the Prime Minister or a designated executive representative must publicly announce the appointment in an official government announcement or national press release.
(i) If the Prime Minister is absent, the duty to disclose may be delegated to another official, however, the Prime Minister remains solely liable for any failure to comply with the timeline.
(ii) For the purpose of this Act, the date of appointment is considered when permissions are given.


2. Enforceability and Penalties
(a) If the Prime Minister fails to announce an appointment within one week, they will be fined a total sum of $5,000.
(b) If the Prime Minister fails to announce an appointment within two weeks, a formal vote of confidence against the standing government shall be automatically triggered and placed at the top of the parliamentary agenda for the next immediate legislative session.

Enactment: This Act comes into force immediately after passage.
