Auction Policy​

Government of the Azalea Isles​

1. Purpose

The Ministry of Urban Development (MUD) governs land, the city, infrastructure, and property regulation in the Azalea Isles. Its purpose is to ensure that land is distributed fairly, the city grows in a planned and sustainable manner, and property laws are enforced with transparency, professionalism, and accountability.

All MUD actions related to the purchase of plots must serve:
  1. The public interest
  2. A stable and fair economy
  3. Equal treatment of all players
  4. Trust in government institutions
2. Conflict of Interest & Market Integrity
  1. Employees may not:
    1. Use insider information
    2. Buy or control seized or soon-to-be released land
    3. Leak non-public zoning, enforcement, or pricing information
  2. Employees must recuse themselves from any cases involving:
    1. Their own plots
    2. Their businesses
    3. Their friends, allies or competitors

3. Official Communications
  1. Only the following communications are considered official:
    1. MUD Discord Tickets
    2. Main Server MUD Tickets
Any information or communications outside of the listed modes of communications are not considered official ministry policy or business. DMs do not constitute official business.



4. Plot Auctions
  1. The Ministry of Urban Development has the authority to:
    1. Designate government-owned plots for auction
    2. Set auction terms and conditions
    3. Conduct and close auctions
  1. Plots eligible for auction may include:
    1. Newly created government plots
    2. Reclaimed or repossessed plots
    3. Government surplus land
    4. Special development parcels
  1. Auction Announcement Requirements
    1. All auctions must be publicly announced prior to bidding.
    2. Each auction announcement must include:
      1. Plot ID(s) and location(s)
      2. Zoning designation
      3. Intended or permitted uses
      4. Auction start date and time
      5. Auction end date and time
      6. Reserve price (if applicable)
      7. Minimum bid increment
      8. Any development conditions or restrictions
    3. Announcements must be posted via #gov-announcements
  1. Eligibility to Bid
    1. Any Player barring any restrictions set out by the Ministry in the initial #gov-announcements post is permitted to bid.
    2. Any Employee of the Ministry of Urban Development who participated in the eviction of a plot may not bid.
      1. This clause only applies to eviction auctions, not to new land auctions.
    3. The Minister of Urban Development may not bid on any auction plots during their term.
  2. Auction Format
    1. Rules:
      1. Bids must increase by at least the stated minimum increment
      2. All bids must be posted publicly in the auction thread
      3. Edited or deleted bids are invalid
      4. Bids placed after the closing time are void
  1. Winning Bid & Approval
    1. At auction close the highest valid bid is designated the provisional winner
    2. Before transfer:
      1. A Deputy Minister or the Minister must review the auction
      2. Compliance with all rules and laws must be confirmed
      3. Final approval must be recorded
    3. MUD reserves the right to void an auction if:
      1. Rule violations occurred
      2. Insider activity is suspected
      3. Technical or administrative errors materially affected the outcome
  2. Payment & Transfer
    1. The winning bidder must:
      1. Complete payment within the stated timeframe
      2. Comply with any conditions attached to the plot
    2. Failure to pay results in:
      1. Forfeiture of the win
  3. Development Conditions
    1. Auctioned plots may include:
      1. Build deadlines
    2. Failure to comply may result in:
      1. Enforcement action
  4. Final Authority
    1. All auctions are subject to oversight by the leadership of the Ministry of Urban Development.
