Preamble: To encourage a highly active press and arts sector within the Azalea Isles, this Act creates a flexible payroll system for journalists and creators. It grants the MEC the authority to compensate publishers per article based on quality
1. Short Title & Enactment
(a) This bill shall be referred to as the “Journalism and Arts Payroll Act.”
(b) This bill was authored by Robi Safran D'Azalea.
2. Definitions
(b) "News Article" shall refer to a published piece of journalism or written media released to the public.
(c) "Fine Art" shall refer to original paintings produced by an artist.
3. The Arts and Journalism Payroll
(a) The MEC shall establish a dedicated payroll fund to compensate independent journalists and artists for their published or submitted works.
(b) Journalism Compensation: For every qualifying News Article published, the creator is eligible to receive a compensation payment ranging from $0 to a maximum of $6,000.
(c) Fine Arts Compensation: For original paintings or recognized pieces of Fine Art submitted to the state, the painter is eligible to receive a compensation payment ranging from $0 to a maximum of $15,000.
4. Executive Discretion
(a) The exact payout amount for any single work (within its respective statutory range) shall be determined entirely at the discretion of the MEC.
(b) In determining the payout, the MEC may consider the work's scale, aesthetic quality, public impact, and the overall effort required to produce it.
(c) The MEC reserves the right to deny compensation for works deemed plagiarized, low-effort, or failing to meet reasonable artistic or journalistic standards.
5. State Ownership of Subsidized Works
(a) Upon the disbursement of funds to a creator under Section 3, full ownership and intellectual property rights of the compensated Fine Art shall transfer to the MEC.
(b) The MEC retains the exclusive right to display, republish, archive, or otherwise utilize these state-owned works across government properties and channels as it sees fit.
6. Budget Caps and Limitations
(a) The MEC is mandated to establish a maximum total disbursement limit (a budget cap) for this payroll to prevent unchecked government spending.
(b) This disbursement limit may be structured per week, per month, or per standard budgetary period, at the discretion of the MEC.
(c) Once the established disbursement limit is reached for the active period, no further compensation shall be paid out for any works until the budget cycle resets.
Enactment: This Act comes into force immediately upon passage
