Plot Purchase Policy​

Government of the Azalea Isles​

1. Purpose

The Ministry of Urban Development (MUD) governs land, the city, infrastructure, and property regulation in the Azalea Isles. Its purpose is to ensure that land is distributed fairly, the city grows in a planned and sustainable manner, and property laws are enforced with transparency, professionalism, and accountability.

All MUD actions related to the purchase of plots must serve:

1. The public interest
2. A stable and fair economy
3. Equal treatment of all players
4. Trust in government institutions

2. Conflict of Interest & Market Integrity​

1. Employees may not:
   
   1. Use insider information
   2. Buy or control seized or soon-to-be released land
   3. Leak non-public zoning, enforcement, or pricing information
2. Employees must recuse themselves from any cases involving:
   
   1. Their own plots
   2. Their businesses
   3. Their friends, allies or competitors

3. Official Communications

1. Only the following communications are considered official:
   
   1. MUD Discord Tickets
   2. Main Server MUD Tickets

Any information or communications outside of the listed modes of communications are not considered official ministry policy or business. DMs do not constitute official business.

4. Plot Sales & Requests​

1. Citizens may request to purchase via auction Non-listed government plots via ticket in the MUD discord.
   
   1. MUD may approve or deny the auction request, however unlisted plots may not be sold without an auction.
      
      1. If MUD approves the auction request, the Minister must inform the public of an impending auction in the #government-announcements channel no less than 24 hours before the start of the auction. The minister must again inform the public at the start time of the auction.
         
         1. The auction must last for no less than 48 hours and must be posted in the #gov-auctions channel of the main discord.
         2. The starting price for the auction must be at fair market value for the plot as determined by MUD and MEA.
         3. Minimum bid increases should be no less than $500.
2. Citizens may request to purchase a farm plot they currently rent or to have items moved from a rental farm plot to a purchased farm plot.
   
   1. To request the purchase of a currently rented farm plot citizens may open a ticket in the MUD discord.
      
      1. The citizen requesting to purchase a rented farm plot must be able to provide proof of deep ties to the plot including:
         
         1. Proof of having consistently rented the plot for over a year,
         2. Proof of having large operations set up on the plot that would be burdensome to replicate elsewhere.
      2. The Minister may then choose to accept or deny the request based on the evidence provided by the individual.
      3. For every farm plot taken out of circulation via this policy, MUD must zone a new rentable farm plot.
   2. To request moving of items from one farm plot to another citizens may open a ticket in the MUD discord.
      
      1. The citizen requesting to move items from a rented to purchased farm plot must be able to provide proof of large operations set up on the plot that would be burdensome to replicate elsewhere.
      2. The Minister may then choose to accept or deny the request based on the evidence provided by the individual.
3. MUD retains the right to add plots to the city without auction when fit given the proper legislative process for adding plots has been followed.
   
   1. MUD may not add a plot to the city without auction if there is a pending request for the plot.
