What are tenders?
Tenders are one of two ways that the government can gather items that it needs from the citizens in an organized formatting, with the other being directly from the warehouse.

How are tenders created?
Tenders can either be Government Tenders, i.e. gathering materials for government builds, foreign aid, etc, or Private Tenders, gathering tenders for imports on behalf of private citizens, usually to assist a paste from the Ministry of Urban Development. Government Tenders are paid out of the government's pocketbooks while Private Tenders are paid by whoever is importing the items.

How are the tenders priced?
Starting prices will be following the pricing sheet for costing used by MUD for all vanilla items. All non-vanilla items will be costed using either /commodity on the day the tender is created or, if not found, at the discretion of the Minister with justification.

Who can bid on tenders?
Anyone who is not a Parliament member of a Minister can bid on tenders. Each tender will be given 1 week to be bid on, unless specified by Parliament for the private citizen funding the tender.

How does bidding work?
The tenders first start with either a "maximum price." No bids above this price will be accepted. For Government Tenders, which is usually proportioned by Parliament, there are usually set numbers to be considered the amount allotted. For Private Tenders, the maximum price will start at the import price, guaranteeing that any successful bid will be cheaper than importing for the private citizen. The citizen paying can decide to reject a bid before collection starts should it no longer be necessary (i.e. if the citizen managed to provide it themselves).

What if no one bids on the tender?
It will be considered "failed." Government Tenders that fail may be requested to be reposted while private citizens will be imported.
