Medical Licensing Act
Preamble: Private practitioners will help fortify the national healthcare system, but must be qualified and capable of practicing medicine.

1. Short Title
(a) This bill shall be referred to as the “Medical Licensing Act”.
(b) This bill was authored by Lysander Lyon and Rory Casperson.

2. Individual Licensing Requirements
(a) Any individual wishing to practice medicine for an entity other than the Ministry of Health must have completed the Doctor exam and must be actively holding the Medical Graduate profession.
(b) After completion of the exam, the individual must open a ticket with the Ministry of Health, stating their intent to work for a private practice and which private practice they will be working for.
(c) The Ministry of Health shall establish a quarterly schedule for licensing payments. Licensed medical practitioners must pay a $250 fee to the Ministry of Health on that quarterly payment day, for every quarter, or within the five days following.
(i) For example, if the Ministry of Health establishes the 5th of January, the 7th of April, the 1st of July, and the 11th of October as the payment days for each quarter, payment is due by no later than the end of the day January 10th, April 12th, July 6th, or October 16th.
(d) Licensed medical practitioners shall notify the Ministry of Health within 72 hours of any change that affects their eligibility for a license, including leaving a private practice or no longer actively holding the Medical Graduate profession.
(e) Failure to meet the requirements listed in this section at all times shall result in the suspension of the individual’s license to practice until the offence has been accounted for. Individuals with a suspended license may not treat patients, practice medicine, or craft medicinal treatments or items.

Licensed pharmacies must pay a $400 fee, and licensed medical providers must pay a $600 fee. These fees are due to the Ministry of Health on that quarterly payment day, for every quarter, or within the five days following. While making the required payment, both types of license holder must update the Ministry of Health on which Medical Graduates are employed at their entity.
(i) For example, if the Ministry of Health establishes the 5th of January, the 7th of April, the 1st of July, and the 11th of October as the payment days for each quarter, payment is due by no later than the end of the day January 10th, April 12th, July 6th, or October 16th.

New Criminal Code Supremacy Act
Preamble: The New Criminal Code Act was formed with the goal of condensing all criminal offenses into one act. By enshrining that the NCCA is the sole act under which an individual may be charged with a crime, and by clarifying how criminal violations relate to torts, we complete the process of unifying our criminal law.

1. Short Title and Authorship
(a) This may be referred to as the "New Criminal Code Supremacy Act".
(b) This amendment act was written by Multi Man, MP.

2. Amendment
(a) The New Criminal Code Act is amended by inserting the following section to its bottom:

16. Supremacy and Exclusivity of Criminal Codification
(a) This Act, as amended, contains the sole and whole listing of criminal offenses in the Azalea Isles.
(b) No citizen may be charged with any crime unless that crime is listed within this Act.
(c) A victim of a criminal offense listed in this act may use that criminal offense as a tort cause of action in civil litigation when such criminal violation causes cognizable loss, harm, or injury to that victim.

(i) Such victims may pursue compensatory, nominal, special, punitive, and/or other damages or relief as established by common law or statute in civil cases on the basis of such a tort.
(ii) Tort claims arising from an alleged criminal violation must be proven by preponderance of the evidence for such a claim to be granted relief by a court. Criminal conviction may be used as evidence in support of such a tort claim, and criminal conviction shall collaterally estop questions of whether an underlying criminal act is committed for purposes of adjudicating civil tort claims, but criminal conviction is not necessary for a tort claim to be pursued.

(d) Where any other act or policy may conflict with this Act, this Act shall prevail and govern. No act of general applicability shall be read to alter nor modify the textual provisions of this act.

Enactment: This act comes into force immediately upon passage.

Murder Fix Amendment
Preamble: Currently, an individual may be charged with murder if they “[kill] another person without being consented or [kill] another person without it being the result of self-defense.” The word “or” is problematic. Someone may be charged with murder even in a case of self-defense because the initial aggressor probably did not consent; alternatively, someone may be charged with murder even if the victim consents if it is not also a case of self-defense. This bill seeks to remedy this issue.
